The solution below can be applied on our ENCS user-managed machine,
Create a new system variable name "MATLAB_RESERVE_LO" and set it's value to "0" by doing this:
Right click on "My Computer"->Properties->Advanced->Environment variables->System variables-> New
Variable name: MATLAB_RESERVE_LO
Variable value: 0
Then reboot the computer and try Matlab again.
